Emergency processes where an event occurs that endangers or threatens to a personal health or safety or physical property at BusinessHub's Docklands offices

BusinessHub’s principal place of business is located at Suite 224-226, 838 Collins Street, Docklands (Docklands Office) in the Lifestyle Working Building (LW Building).

The LW Building consists of 135 suites. The Committee of Management for the LW Building Owners Corporation has appointed MBM as the manager of the building, including all its common areas (Building Manager). 

This process is provided as part of BusinessHub’s commitment to securing the health, safety and welfare of employees and other persons at work at the Docklands Office. 

This process is intended to be flexible and covers minor emergencies, which may be managed by BusinessHub, through to major emergencies, which will be managed by emergency services.

Scope


An emergency is defined as any actual or imminent event which in any way endangers or threatens to endanger the safety or health of any person at the BusinessHub office or which destroys or threatens to destroy any property within the Docklands Office and which may have legal implications. The following events could give rise to an emergency: injury or medical condition, fire, fatality, bomb threat, gas leak or firearms / weapons.

Fire Safety Equipment at LW Building

A fire control panel maintains and monitors the fire alarm system and it is located on the ground floor near Collins Street entrance. It is connected to the automatic fire sprinkler system, which is linked to the Melbourne Fire Brigade (MFB). There are numerous fire hoses, fire hydrants and fire extinguishers located in the building and these are clearly marked.

There is a set of fire stairs at the North and South end of the building on levels 1-4 and exits at each end of the building on ground floor. The exit signs on the ceiling direct you to the fire stairs (a floor plan is located near the toilets and all ground floor exits). Exit via the nearest stairwell. The fire stairs in the Docklands Office must remain clear at all times.

The Building Manager is responsible for ensuring that appropriate contractors maintain the fire control panel, sprinklers and all other fire safety equipment at the Docklands Office as specified by the relevant Australian standards.

The Metropolitan Fire Brigade (MFB) has access keys only to the common property. Fire Brigade personnel will not enter suites unless authorised or in the event of an emergency situation.

Fire Safety Precautions

Care must be taken by all staff not to unnecessarily trigger the fire alarm. In the event of a false alarm the MFB may charge tenants in excess of $2,000 per call out. If you are planning any construction, renovation or maintenance work please consult with the Building Manager before commencement. Please be aware that food preparation may activate the smoke alarms. A sandwich press is provided for staff use. Toasters must not be used and staff are encouraged.

Identifying the Risks to Fire Safety

Safety is everyone’s responsibility.

If you see a fire or smoke, you should immediately report it to:

  • the most senior staff member present; and
  • emergency services - dial 000 and ask for the FIRE SERVICE; and
  • if it is in or near our building, to the Building Manager.

If you see identify a building-related hazard, you must promptly report it to the Building Manager. The Building Manager’s contact information are posted on the Safety Procedures Poster.

The Building Manager during their inspections of common areas may also identify potential hazards and must take appropriate remedial action.

Fire Safety Responsibilities

The Fire Wardens at the Docklands Office include:

  • BusinessHub Fire Wardens: The names of the persons allocated to be BusinessHub’s fire wardens are notified to staff in the Emergency Procedures Poster, which is displayed to staff in the Docklands Office kitchen.
  • LW Building Fire Wardens: The persons allocated as fire warden for each floor of the Docklands Office are as notified by the Building Manager from time to time.
  • Chief Fire Warden: The Building Manager is the Chief Fire Warden for the LW Building.

In the event of fire safety or other building emergency:

  • You must follow the Fire Safety Orders (as set out below) and any reasonable directions from the Fire Wardens.
  • The Fire Wardens must follow the reasonable directions of the Chief Fire Warden.

Fire Safety Orders

When you hear the evacuation tone, which is a Whoop Whoop sound, it indicates to evacuate the building immediately. Voice commands will also be heard. When evacuating the building, tenants should evacuate as quickly and as orderly as possible to the assembly area located at Village Green park (north of building).

When evacuating the building:

  • Assist any person in immediate danger – only if it is safe to do so.
  • End your phone calls politely and promptly.
  • Turn off electrical appliances, including the heater/air conditioner and coffee machine.
  • Gather at the office entrance promptly and calmly. Take only your mobile phone and valuables in case you cannot return to the office after the evacuation, but do not attempt to carry all your personal belongings with you when evacuating as this could hamper the prompt and safe evacuation of the building.
  • The Fire Warden will put on their fire warden hat and vest, and will bring with them:
    • a mobile phone; and
    • mobile first aid kit or the burns and minor wounds modules from the First Aid Kit.
  • If time permits, close (but do not lock) all doors and windows behind you. The office door will only be locked in the case of an emergency evacuation drill, as emergency services may require access to the office.
  • If time permits, the Fire Warden will take a photo of all gathered at the door for roll call purposes.
  • Exit at the office and exit the building using the fire stairs as quickly, calmly and orderly as possible. Walk briskly, do not run. Do not use the lifts or the central building staircase (as these stairs are not suitable for emergency situations and must be kept free for use by emergency services).
  • When evacuating the building, you should evacuate as quickly and as orderly as possible to the assembly area located in Village Green park (north end of building – see photo below).
  • A person with a disability who is unable to exit the building using the emergency evacuation stairs should be guided to a safe holding area near the top of the stairs so that emergency services personnel can assist them to safely exit the building.
  • The Fire Warden will check that there is no one left in the Docklands Office before closing but not locking the office door and exiting the building.
  • Remain with your BusinessHub colleagues at assembly area and ensure that everybody is accounted for.
  • Our assembly point is the area shown in red below (the northern side of building in the Village Green park.
  • The Fire Warden will check that all people evacuated the office suite and the remainder of Level 2 of the Building (including the bathrooms). Any missing staff members will be contacted by mobile to advise them of the emergency and confirm their location. If unsure, the Fire Warden must promptly notify the Chief Fire Warden and emergency services personnel.

First aid in the workplace is the provision of initial health care and basic life support for people who suffer an injury or illness at work. The goals of first aid are to preserve life, alleviate suffering, prevent further illness or injury, and promote recovery.

The Docklands Office is located within 150m of the Victoria Harbour Medical Centre and is located near major hospitals within 5km of major hospitals including the Royal Melbourne Hospital and Epworth Richmond. Emergency Procedure Poster that lists the telephone numbers for emergency services, the details of the identity of BusinessHub’s First Aid Officer and how to access emergency medical treatment from the Victoria Harbour Medical Centre are displayed on the entrance foyer at all times. A copy of this signage accompanies and a list of all BusinessHub employees and their usual working location and their mobile phone numbers is regularly updated by the Operations Manager and is stored with the first aid kit.

For a medical emergency:

  • Call 000 and ask for an AMBULANCE.
  • Seek assistance from a FIRST AID OFFICER
  • Access the defibrillator located near the Level 1 Building lift
  • Access the first aid kit located in the office foyer cupboard.
  • Answer all questions asked by the Emergency Service providers to the best of your knowledge.
  • Stay on the line as they can provide you with further advise or instructions.
  • Support the First Aid Officer as requested once they arrive on the scene.

For non-emergency medical attention:

  • Seek assistance from a FIRST AID OFFICER.
  • Access the First Aid Kit that is stored in our kitchen cupboard.

First Aid Officer

Where possible, BusinessHub ensures that there is at least one First Aid Officer available at the workplace at any one time during operating times. A First Aid Officer means a person who has completed a nationally recognised statement of attainment issued by a registered training organisation (RTO) for the nationally endorsed first aid unit of competency Provide First Aid, or a course providing equivalent skills, which is kept current, and has been nominated by BusinessHub to perform that role in the workplace.

BusinessHub ensures that the qualifications of its First Aid Officers are current and updated regularly. Training in cardiopulmonary resuscitation (CPR) should be carried out annually and first aid qualifications should be renewed every three years. Training to assist someone experiencing a mental health crisis in the workplace is also encouraged and offered to BusinessHub’s designated First Aid Officer.

Where there is a risk of vaccine-preventable disease, first aid officers need to be offered vaccinations in line with the Department of Health Australian immunisation handbook.

First Aid Kit

BusinessHub provides one first aid kit, including specific first aid kit modules, which is clearly identified and easily accessible in the foyer unlocked cupboard. Employees are instructed on the location and accessibility of the first aid kit as part of their induction program.

A portable first aid kit is also available in the foyer unlocked cupboard for employees to take with them when attending onsite meetings or for the fire safety warden to take with them during a fire evacuation of our offices.

The First Aid Officer must review the first aid kit and is authorised to purchase additional items as required to ensure that it is adequately stocked for our workplace and that includes the basic workplace first aid kit contents as listed in the attachment to this policy plus:

  • an asthma-relieving inhaler and a spacer to treat asthma attacks; and
  • 300 mg of dissolvable aspirin for the treatment of chest pain, to be administered on the instruction of Ambulance Victoria or a registered health professional.

First aid officers are not expected to know employees’ medical conditions. However, if you have a medical condition that requires the stocking of particular first aid items (for example, an adrenaline (epinephrine) auto-injector for the treatment of anaphylaxis, commonly known as an EpiPen) you must notify the First Aid Officer so that we can stock this item in our First Aid Kit.

The First Aid Officer must review the First Aid Kit on an annual basis to ensure that items in the First Aid Kit are stored according to the manufacturers’ instructions and be replaced when they reach their expiry date.

Employees who require prescribed or over-the-counter medicines should carry their own medicines for their personal use as needed, as our First Aid Officer is not trained to administer medications.

Automated External Defibrillator (AEDs)

An AED is used for an unresponsive person who is not breathing normally (no obvious breathing or only occasional gasping breaths). This is called a cardiac arrest.

The AED analyses the person’s heart rhythm. If a rapid, chaotic heart rhythm is detected (fibrillation), the AED will deliver an electric shock to reset the heart. More than one shock may be required. Always give CPR while waiting for an AED. The AED provides the operator with guidance including pausing CPR during analysis and when to recommence CPR. An AED will not deliver a shock when not needed.

It is important to act quickly. There is only a limited period of time during which a heartbeat can be restored. Early defibrillation dramatically increases chance of survival from cardiac arrest. The AED is easy to access, being located on near the Level 1 lifts.

The Building Manager may register the AED with Ambulance Victoria (registermyaed.ambulance.vic.gov.au) links AEDs in the community with people who urgently need them. It also alerts the ambulance call taker to the presence of an AED allowing the call taker to give instructions and support before an ambulance arrives.

First Aid Incident Reporting

The First Aid Officer must ensure that workplace incidents requiring the rendering of first aid are reported to the Operations Manager as required.

An automated external defibrillator (AED) is available on the first level of our building and has been procured and is maintained by the Building Manager. Anyone can use an AED on someone suspected of being in cardiac arrest by following the voice prompts and picture guidance. Training is not required. The Building Manager is responsible for maintaining the AED according to the manufacturer’s instructions, including replacing batteries and pads at the specified intervals.

Regular First Aid Training and Review

The Operations Manager will review and track first aid and fire warden training attendance and renewal, first aid signage and the stocking of the first aid kit (to ensure that any items that may expire are replaced regularly and before their expiry date):

  • on a quarterly basis;
  • when the identity of the First Aid Officer or Fire Warden or emergency contact details change; and
  • after every event requiring first aid.

The use of single-use items should be encouraged at all times.
